CONCORD Assembly

Consolidated Cooperation and Relations Command

The CONCORD Assembly (Consolidated Cooperation and Relations Command) stands as the primary supranational authority within the New Eden cluster, charged with maintaining interstellar stability, enforcing the Yulai Convention, and regulating the conduct of the sovereign empires. Established over a century ago in the wake of the devastating Battle of Iyen-Oursta, the Assembly represents a fragile but necessary compromise between the Amarr Empire, Caldari State, Gallente Federation, and Minmatar Republic.

Operating from the Sanctum constellation in Genesis and key installations in Yulai, CONCORD wields absolute jurisdiction over high-security space. Its authority is backed by advanced technology originally gifted by the Jove Empire, granting its Directive Enforcement Department (DED) the capability to neutralize aggression with overwhelming, immediate force. While often viewed as a bureaucratic monolith, the Assembly remains the only barrier preventing the cluster from descending into total war.

Origins & Mandate

The Assembly was forged in the fires of the Gallente-Caldari War and the Amarr-Jove conflicts. Following the catastrophic losses at Iyen-Oursta, the five major powers recognized that unchecked expansionism would lead to mutual annihilation. The Yulai Convention was ratified to standardize interstellar law, currency (the Interstellar Kredit), and navigation protocols.

CONCORD's ideology is one of Enforced Neutrality. It does not seek to govern the internal affairs of member states but strictly polices the "spaceways" and high-security borders. Its mandate is preservation: to ensure commerce flows, stargates remain open, and capsuleer violence is contained within sanctioned parameters. Following the withdrawal of the Jove Empire and the subsequent "Drifter Crisis," the fifth seat on the Inner Circle—long dormant—was assumed by the Society of Conscious Thought (SoCT), signaling a shift toward utilizing ancient knowledge to combat emerging existential threats.

Governance Structure

The Assembly is governed by the Inner Circle, a council comprised of delegates from the Big Four empires and the SoCT. This body determines cluster-wide policy, though it is frequently paralyzed by the conflicting interests of its member states. Notable historical and current figures within the upper echelon include:

  • Odo Korachi: A pivotal figure in the Inner Circle, representing the pragmatic continuity of the Assembly's original mandate.
  • Irhes Angireh: Known for hardline stances on capsuleer regulation.
  • Arve Vesren: A key strategist in navigating the Assembly through the Triglavian Collective's invasion.

Beneath the Inner Circle, the Assembly is divided into specialized bureaus:

Military Doctrine & Capabilities

The CONCORD Rapid Response Fleet operates on a doctrine of Absolute Interdiction. Utilizing Jovian-derived technology, CONCORD vessels possess electronic warfare capabilities that far exceed standard empire or capsuleer specifications. This technology allows DED commanders to remotely override the warp cores and capacitor systems of aggressive vessels in high-security space, effectively "shutting down" offenders before destroying them.

The fleet composition is standardized across all jurisdictions, utilizing hulls designed for extreme electronic superiority:

  • Marshal: The flagship battleship class, capable of massive burst damage and electronic suppression.
  • Enforcer: A heavy cruiser designed for grid control and tackle.
  • Pacifier: A frigate optimized for rapid tackle and scanning interception.
  • Monitor: A flag cruiser with immense durability, used for field command and survivability.

Recent upgrades under the "Force Majeure Program" by CONCORD Aerospace have focused on adapting these hulls to counter Drifter and Triglavian weaponry, though the primary "lock-out" mechanics remain reserved for policing non-sanctioned capsuleer aggression.

Major Conflicts & Historical Pivot Points

The One-Day War (YC 110)

The most significant challenge to CONCORD's authority occurred on June 10, YC 110. In a coordinated strike, the Minmatar Elders successfully disabled the CONCORD fluid router network, blinding the Rapid Response Fleet. This allowed a massive Minmatar fleet to assault the Amarr Empire directly and led to the destruction of the CONCORD headquarters in Yulai. The event proved that the Assembly was not invincible and necessitated the Emergency Militia War Powers Act, which legalized the use of capsuleer paramilitaries to fight proxy wars (Faction Warfare) on behalf of the empires, relieving pressure on the DED.

The Triglavian Invasion (YC 121-122)

The emergence of the Triglavian Collective exposed the limits of CONCORD's static defense doctrine. Despite the mobilization of the EDENCOM defense initiative, the Assembly failed to prevent the fall of 27 systems to the Collective, including the critical trade hub of Niarja. This strategic failure severed the direct high-security route between the Amarr and Caldari markets, permanently altering the geography of the cluster and shaking public faith in the Assembly's omnipotence.

Territorial Jurisdiction

CONCORD claims jurisdiction over all systems designated with a security status of 0.5 to 1.0. While the sovereign empires administer local laws, CONCORD retains the right to intervene in any engagement involving capsuleers. Their primary stronghold remains the Genesis region, specifically the Sanctum constellation, which houses the DED's central archives and the Inner Circle's meeting chambers.

Following the Yulai Convention, the system of Yulai serves as a symbolic neutral ground, though its tactical significance was diminished after the destruction of the main station in YC 110. The Assembly also maintains oversight of the UUA region (often referred to as "GM space"), a strictly quarantined zone used for testing and anomaly containment.

Diplomatic Relations

  • The Four Empires: Strained but binding. The empires fund CONCORD but constantly seek to undermine its oversight to pursue national agendas.
  • Capsuleers: Paternalistic. CONCORD views capsuleers as a dangerous variable that must be managed through the "Crimewatch" system and sanctioned employment (e.g., Project Discovery).
  • Pirate Factions: Hostile. The DED actively places bounties on leadership within the Guristas Pirates, Angel Cartel, and Sansha's Nation.
  • Upwell Consortium: Cautious cooperation. While CONCORD relies on Upwell for infrastructure technology, they monitor the Consortium's growing independence closely, as seen in the transfer of Serpentis assets to CONCORD custody.

Historical Timeline

  • Pre-YC 0: Battle of Iyen-Oursta; massive casualties force the creation of the CONCORD Assembly.
